something wrong with Flame Cap?

Sorry for my english.
As a rogue,when i used it in medivh,it brought me 3-4k damage but now only 3-5 hundred... is this bug?

For me personally it only procs once or twice on my (melee) attacks during its entire duration. Didn't know if that was intended; so no bug report from me.
