Questions about PvP (Arena, duels)

Hi all,

I'm new to server, and was going to start a mage. And I have two questions:

1 - Does anyone know if engineering Belt and Boots active effect work in Outland server?
2 - Which combination of professions do you think are best for pvp for a mage, relevant in Arena?

Boots don't work.

Belt works 90% of the time.
