If Valgarde Falls issue

Wanting to start my Northern leveling in Howling Fjord, but the mobs for If Valgarde Falls aren't spawning. Tried logging out/in, abandon/reacquire quest, evening waiting a day, but nothing... There were others there confused as well. Has this been going on long?

I have the same issue... its the first quest.. you cant even continue the qline without completing this one. A fix would be desirable!

I am also stucked on this q. I don't have any other quest in Valgarde.
