NPCs not showing up after getting to level 12 on Goblin?

I have never played Goblin race before, so this is all new to me. I crashed onto Lost Isles and had the few starting quests, but ventured out into the rest of the island and I have not seen an NPC since. I went back to the crash site, no NPCs are there besides the few that are scrambling that I can't interact with. I have logged off and back on in this time, nothing. I don't know why I can't find a quest giver or anyone to talk to now? Anyone experiencing the same thing?

Like, I went over to the Alliance crash site and there are no NPC's trying to attack me.
