A regarding rolling in raid.

This is the second time I encountered this. Some guys with the gear from loot or hc version roll for the loot and I lose to them. Can I report them in such situation?

If you feel what took place was unfair, then you may report them (preferably with evidence) in a ticket in-game. The GM team will decide from there whether to take action.
