Sons of Hodir quartermaster missing/quest chain

Greetings,
so today i bought bunch of Sons of Hodir commendation badges in order to gain reputation.
Later i found out that i need to do certain quest chain for quartermaster to appear. So, i started doing quests but i got to the point where i had to burn frost giants and wolves but i was unable to because i was friendly with them ("Going bearback" is the quest). How do i continue from this point and how to get the quartermaster to appear?

Submit an in game ticket about your issue and the GM should take care of it like my issue with this as well.

get on the bear (near the quest giver) and you will be able to burn them
