WotLK Ashen Band of Endless Vengeance AND Son of Hodir

I bought a character on the website before.It names "strongly",at that time, it did not have any equipment on its body.
I noticed it ICC's prestige is Top level,I want to buy a ring(Ashen Band of Endless Vengeance).but when i enter icc,I find zhe npc who sell this ring is No response during conversation,so i cant buy zhe ring.

In addition,my "Son of Hodir" prestige is Top level too,buy i cant find the Quartermaster,i cant buy "Enchanting"
