Seeking to buy Celestial Steed but am not sure this mount can fly or not? or it only lane riding ? and if that what speed? this mount can both use for fly and on land ?

It can fly. It adapts to your environment, so it will fly when you're in a flyable area.
As for the speed, I had it in retail in WotLK, so assuming it's working properly on here, it should also adapt to the highest speed your riding training will allow, except for epic flying, at which point it will sit at +280% and reach +310% only when you learn another +310% mount.
