Darkmantle Armor set for rogues

I've seen a couple rogues now using this set in T6 raids for the 4 peice bonus (4 Set : Chance on melee attack to restore 35 energy.) and getting really good dps.

im wondering if the proc on this set is bugged, or has no icd giving the rogue insane energy regen?

was this like in retail? rogues using tier 0 gear in T6 raids

Very few people did use it back in retail. Although this set is good in no way is it better then t6 gear, or even t5 for that matter. In my testing at least, did not use it that much as the times I did it was pretty bad
