WotLK Talent tree won't worko

I'm a lvl 20 warrior and it will not let me spend my talent points in protection besides on Improved Bloodrage, Shield Specialization and Improved Thunder Clap (top row). Yes I have spent 10 points and maxed all 3 of them. I have even tried resetting my talents which didn't work and wasted gold. Any help?

Are you trying to put points into second row on other 2 trees maybe?
Cause yesterday talents worked just fine for my leveling friend...

so again, i am not allowed to post a pic for whatever reason. im lvl 23 now with 3 unspent talents. nothing in fury, nothing in arms. 2 talents in improved bloodrage, 3 in improved thunder clap and 5 in shield spec.. i cant add anything else into protection..
