WotLK Solace and Holy Shock

I just got Solace of the Defeated on my holy paladin. https://wotlk.evowow.com/?item=47059

What I've noticed is my Holy Shock doesn't proc the "Energize" mp5 buff stacks. Which, IMO, is very important since it's my most frequently used spell in PvP is Holy Shock. https://wotlk.evowow.com/?spell=48825

Exorcism, Consecration, Sacred Shield or even Seals, Blessings, Summon Charger DO proc the trinket. >>BUT not Holy Shock?<<

I've never used Solace of the Defeated on Holy Paladin before, Is this normal?

If I remember correctly it is bugged. It wasnt procing unchained magic either

Solace is a bit ****ed up on this server. Drink a Noggenfogger's Elixir and it will proc Solace, yet it doesn't proc from Holy Shock.
