Active population on Outland?

Hello guys,

I'm planning on creating a character on Outland but I'd like to know the active population (Alliance especially) before.

And also, can we go to lvl 70 at start or is there a leveling phase (between which levels?) ?

its x5, peaks at 8k about 60% horde, alliance is less about pve more pvp
