insignia sometime doesnt work?

title says it all.. not sure wtf is happening.

I'll go to use it and it will start the CD and ill still be CC'd. Does this happen to anyone else? Id say 20-30% of the time it will do this.

Never happened to me, are you sure you have n ot used it right before the one being on your *** used an other cc?
Like a rogue who first uses Cheap shot, you trinket it and they use kidney shot after?
