Is there xmog in Outland?

Was thinking about starting on Outland and was wondering if it has xmog, like i remember Lordaeron having back when i played there... via those rare scrolls or smth.

It's not available on Outland, no. Yet anyways, haven't heard about an official statement saying for or against it either by the way.
