Myabe becasue Icecrown has all of its content out and there isn't much to discuss otehr then guild recruitment, whilst in Outland Sunwell ain't out yet.
I don't think who have higher population have anything to do with how active are people in forums.Lordearon have the most viewing but the least population of the 3.

How is this possible?
The amount of people browsing the server specific forums seems to be proportional to the server's difficulty. Icecrown being the most casual has the least. Outland is in the middle with a more difficult expansion but still high rates. And Lordaeron, being a low rate realm with custom changes that specifically make the game harder, has the most. Makes sense, if you never really struggle in-game, you probably wont be browsing the forums for information.
