all NPC's and players are titled "unkown", cannot interact with anything.

I recently just transferred from nelth and have been facing issues since, when I enter the game, all NPC's and players are titled "unknown" except the guards for some reason, the players do not move and if they were moving, are stuck in the running animation when i log on. i cannot mail anything, cast anything, my guild has disappeared besides the welcome message. I checked my latency and it is showing 0ms for both world and server, which is obviously not possible.
it also says 'download 0% complete'. So I thought to myself, well maybe the game needs to redownload? i was using the minimal client after all, so i went ahead and downloaded the full client. same exact issue. I tested an alternative account and when i logged onto that account with the same client and computer, everything was working fine. so obviously my account is the problem, maybe its cause i just transferred from nelth? I filed a support ticket and all the staff said was "we dont help with that" which is annoying. has anyone else had this issue?
