That quest is bugged. If it sends 1 Arthas + 1 elite dragon at last wave; you can say "It is bugged" without thinking. It sends 3 normal dragonkin + 1 elite dragon at last wave. You said "Dismissed: Bug is invalid / incorrect. This report will be ignored." Do you want help for bug tracking or not?

Try to report it again with more proofs. My experience shows that this works:

I did a bug report once, which was "dismissed" first. Next report of the same issue was "fixed", but the problem isn't solved (or there was a next created problem after)

Try it again and explain it with more details
