Headless Horseman min lvl

can someone tell me the min lvl for the Headless Horseman event (WotLK)? Thanks!

Id say:

The level required to join the dungeon. Just take a level 80 friend with ya who cab clear it for ya.

You wont get the bonus package tho.

To que is level 78 i think
