Burning Crusade Dual Specialization doesn't work in TBC

I was trying to enable dual spec through the services tab in the website, but it keeps telling me I must be logged out of my account (which I am). I don't know how to fix this. Am I doing something wrong, or the feature is disabled in TBC?

Wait a few minutes after logging out. It also might not work if you stay on character selection screen.
