As you can clearly read from the log your client is unable to write the game files. Right click on the main WoW directory (the one containing ALL the game files and the sub-folders like C:\whatever\World of Warcraft) and go to properties then make sure the option "read-only" is UNCHECKED. Then re-launch the game.
Are you running Windows 7? Could be a problem with having the game directory in the Program Files folder. Move the game directory to your root drive and see if the problem still exists.
Didn't see your task bar earlier. Obviously you're running Windows 10. Still might be an issue with write permissions to your Program Files folder if indeed that's where you've put the game directory.
