WotLK Fury or Arms at Tier 9 Equivalent gear?

Hi guys.

Without access to Tier 10 gear or Lich King heroics like Pit of Saron, etc, what spec would be best for a DPS warrior? I'm talking about Trial of the Crusader equivalent gear and badge rewards.

Main focus is still strength, you can still use few leather items if they provide nice stats (hit/exp/crit/arp)
