Level 80 raid boss drops, BG's might drop too. You can also buy them from store with steep price of 10 coins per scroll.

It's weird.. I haven't seen the scroll drop yet in numerous of raids (ICC, TOC, VOA).

There's no specific information about the drop rate, however, i'd say it's about 1-2% chance.. I remember when I was playing actively and did every raid and a lot of bgs, I usually got 1 scroll per week, sometimes 0, but not more than 1 for sure.
