Is it normal for the warrior's intimidating shout and hunter's scatter shot to penetrate on Rogue's Cloak of shadows? Isn't the intimidating shout has the same effect with other Fear spells from other classes? (Warlocks, Spriests).

Intimidating shout is a spell so it's not physical and CoS (should) protects you... Most likely due to lag.
Scatter shot on the hand is physical and ignores cos.

yeah, paralisis from monk is the same rule. Even touch of karma debuff can't be dispelled, but you can dispell the dot effect.
not sure, but DK stun can't be resisted by cloak

Side note: DK stun effect is actually an improved strangulate, meaning that while it functions as a stun and is on the stun dr, once the target is immune to stun, it changes back to strangulate if used on that target
