Is aimed shot different?

I double checked online and aimed shot has been a 500% weapon damage spell since it was introduced to the game, why is it only an extra 5 damagae and reduced healing on warmane? And an instant cast compared to 3 seconds?

because it had cast time on Vanilla/TBC.
On Wotlk it is instant
