Darkmoon Faire?

Isn't the Darkmoon Faire supposed to be in Mulgore, just southwest of Thunder Bluff in what appears to look like an old parking lot?

it's in shattrath right now, don't know if there's a set location for it to be every month, but it does cycle between Shattrath, Elwynn and Mulgore
