Horde > Alliance on Outland TBC, worth?

I'm new-ish to this server and I freshly hit 70 as an undead rogue, but I mainly play PVP and I noticed there is free faction change from horde to ally. Why is that? Is the ally to horde ratio too low?

Because Horde racials are so much better so people who want the best out of their characters go Horde.

Ever since the free faction change the horde queue times for battlegrounds have gotten better although it still varries alot from day to day...but overall no more 30+min queues.

Factions were already well balanced before the free transfer offer, but it seemed that the majority of pvpers were on horde. Now it seems more balanced in terms of pvp population.
