WotLK does that pvp enable/disable option even work?

so if game has pvp enable/disable option, its soposed to work...but it dosent...and server is not specificly pvp, its pvp/pve as i understand it....but every now and then, i bump onto horde player and they kill me...while im not even any threat to them....and as soon as i log in, guy named Nastygirl kills me....then camps graveyard....realy? just for cupple of honor points??? why are people that stupid.....and all the time that pvp option is disabled....why it does not work....yet when i get into barrens, horde players are blue to me, but when in aliance starting zone horde people can kill freely?!?!? wtf is happening?!?!

All realms are PvP realms. It means that world PvP is enabled and disabling PvP works only in cities and starting zones.
