Find someone after they get a name change

There is someone who Ive been trying to keep out of my raids but he got a name change, how can I find his new name?

He has no guild and before you ask I am keeping him out because he is a scammer

The best way is to keep them on your friend list with some kind of note added. In that case if they would have their name changed, they would still appear on your friend list with the same note but with the new name. If you haven't added them, i don't think there's a chance to track the character

If someone crafts something tagged with their characters name it will update on a name change.

Basically no, unless you know the date of a certain achievement he received and thats only through inspecting people you suspect
