GMs unable to refund items after beeing scamed?(Not a report)

So I just got scamed for like 14k. I was looking for a Smith to craft me The ICC tank legs and i traded him the items and he went offline.

My question is, how is it possible, that GMs can not refund items/gold? The webside is able to send items for coins and points instandly to player but a GM can not make like a request on the webside for a player to get his items back? How is that justified?
