WotLK Angor Fortress Lockboxes not spawning?

So i've been trying to level up my lockpicking over the past couple days. The guide i'm following told me to head to Angor Fortress in Badlands for 175-225. When I got there the boxes on the top floor weren't spawning but the ones on the bottom floor were. When I came back about an hour later both the top and bottom ones aren't spawning. Is this a known issue or are the respawn timers just really finicky?

The respawn-timer on them is about 2 hours roughly. Don't fret, it gets easier once you hit 200+ skill :-)
