Depends on the situation tbh...
On a personal single target dps scale, yes.
On a raid that does not have a savage combat 4% physical dmg increase debuff scale, no.
Combat is better mainly due the unique debuff it brings to the raid.
Its the same story as Affly vs Demo lock discussion. Demo does less personal dps, but increases the dmg of overall every spellcaster by a **** ton, meaning, its more important to have a Demo in the raid first, and than fill other range dps spot with Affly if you want. Even tho on recount its Affly > Demo, on the whole raid dps its Demo > Affly.
You need to take everything in the account i guess.
