Suddenly applying poison to heirloom weapons doesn't work

Is it a bug or a feature?
I mean yesterday I applied poisons on my heirloom swords without problem, but now it says "Target too low" every time I try to reapply, and for every other rogue who has heirloom weapons I asked has the same problem.
Is it a bug that will be fix or is that a feature and I have to get rid of my heirlooms on rogue?

Of course it's a bug.

If it were Microsoft, then we would call it features.
