You'll always want to hard cap it at 1,4k. The thing you should be asking is when to start replacing strength gems for arp. And simple answer would be if you can't hit the hard cap with gems (or with plus food and elixir), stick with strength.
Blood has 10% from passives(if blood gorged is fixed and acts like arp,not like armor ignore),1400-140=1260 arp to cap on blood.
