I have had this problem before. After spending many frustrating hours, I found out you have to have the quest "Forging an Alliance" in your quest log for Lillehoff to be visible. This definitely worked on Horde side, I'm sure Alliance would be no different. Good luck, I hope it helps!

Yes. You need to do a series of quests starting in K3 in Storm Peaks.
