WotLK Server: Icecrown / Issue: Scarshield Quartermaster Spawn

My buddy and I are trying to attune to BWL, but need the Scarshield Quartermaster. We're standing at the spot he respawns, but that's just it... he hasn't. Someone posted about this a year ago but got no response, so I figured I'd try my hand at it. Anyone know what's up with this?

According to the bug tracker comments, it looks like the respawn timer on this guy is two hours. Apparently it was changed in later expansions to be 10 minutes.

Both bug reports on this NPC were were dismissed, but if he really doesn't respawn after two hours, then I'd say someone definitely needs to re-open this in the Bugtracker (https://www.warmane.com/bugtracker).
