Can't buff after rez in bg?

Today I qued up for a bg and after I had died and resurrected I was unable to buff anyone and only self buffs worked. It wasn't until a few minutes later that I was able to use group buffs again.
Was this a recent change or just a random bug in the bg?
This has never happened before that is why I am asking.

It happens in raids as well, in Icecrown when you teleport to a level you don't see half the raid until everyone relogs.

Yes. It has only been this way for the past 5 or 6 days, but it is indeed annoying. In bgs, it's about 8-10 seconds before you can aoe buff. Wasting mana and candles every rez. This bug is new, and they sure as hell have to know how to fix it. Whatever you did, it was in the past week. Roll it back and fix it.
