I am kind of new to these stuffs thats why i need some advice, is it safe to use software like WTFAST, to fix or improve latency issues?

I used to use Leatrix Latency Fix with no issues.
As long as what you're using isn't injecting altered data into the game you should be fine.
Don't take what I say as gospel though, maybe wait for a more informed answer.
