Glorenzelg or Oathbinder (pvp and pve)

Just cant afford SM , so if I want to get one of the two , which would fit better both roles in pvp and pve.

Glorenzelg has its uses in pvp, but if you pve at all I would probably suggest that you get yourself an Oathbinder instead.

A lot of people suggest Gloren because of the expertise, also it has Str as a stat, isnt that better over the Agi for a Pala. I ve seen everyone stackign 20 str gems. How do both scale in the end ?

Strength vs Agility by themselves, strength wins every time. But there are more stats than just those on the items. The overall stat weights is what determines whether an item is good. Some of the good items just happen to have agility as a primary stat on them.
Glorenzelg is nice early on due to the expertise indeed, but as soon as you get your tier legs and your seal glyph, there's not much use for it in pve. For pvp, it doesn't have super much use unless you're fighting a Feral or Rogue.
