How to improve outland's population?

Hello everyone. i am playing at icecrown server and have 2 nearly bis chars. i wanted to play at outland server, i am a little bored from shadowmourned facerollers but with 0 gold and with gray weapon its a real pain to lvl a character.

i think if we can buy heirlooms by points it will be more easier and people will think to lvl a char at tbc server. Or maybe you can give shoulder and weapon heirloom to new chars. it can come by mail. Or we can send heirloom from icecrown to outland.

i really want to play tbc but as i see 12k pop at icecrown only 3k pop at outland is not fair. In my opinion if devs will do some changes about lvling system pop will go up.

No, we won't introduce Heirlooms in an expansion that never had them or allow them to be transferred from a different expansion.
