I personally can't think of any that is feasible with all factors taken in consideration - our number of GMs, of servers, of players, how easy it is to create disposable accounts, etc. Simply creating a rule would have no effect, as there would be no need for punishment if people respected them in the first place. Taking the Forums as example, we have had the rule not allowing advertising of sales for three years, and we still get people trying. Some automatic chat monitor either would have room to be fooled with "creative typing" or be so harsh it would end up sending many wrong bans, anything in between would just have a bit of both problems. Manually enforcing it would require way more people than we have to cover 5+ servers at any time (and even retail to this day has spam and advertising and people chatting like if it was their own /w). I think the most that GMs could do is deal mutes or short bans when they are around, but that would still be taking time away from replying to tickets and monitoring rule-breaks and could be argued to be a drop in the ocean, not something that would solve a problem rooted in the fact creating accounts with us is quick, easy and free.
