How come the Celestial Steed mount isn't account bound? Wasn't that the first ever account-wide mount created by Blizzard. Just curious as to why that's not the case. It's basically the only thing holding me back from purchasing it.

No the item itself was not account bound, but I do think it was one of those items that was sent to every new character that you had created after you bought it.

Yunix said it, it got send to every character you had and every new character you'll make in the future.
Not sure if Warmane offers that same technique, probably not.

Yes that mount is soul bound. Moreover you need to have another 310 mount in your collection to boost its speed. If you want to buy a good looking 310 mount, you might consider to buy invincible.
