Question, if I buy a piece of gear from the store with points, a piece that normally requires arena rating to purchase, with I still be able to wear it without arena rating?

After arena flush every rating is reset and you start over.
If you need the ratings to equip the items that would mean you'll have to use other gear or go "naked".
But its just like this: if you have it you can equip it
