So this is probably a common question but if Im playing a blood elf I want to be able to speak common. Is there a command a gm can use to add the language to me so I can understand and speak it. Can you say the complete command if you know it.

This is a custom feature that is not available on the server. You will need to find another way around it for roleplay purposes.
