Dun Niffelem Phased or Bugged??

Hey! I got Exalted with The Sons of Hodir and purchased a shoulder enchant from the quartermaster in Dun Niffelem. That was a while ago. I now need another shoulder enchant, but when I go to find the quartermaster, no vendor is present. The vendor has been awol for weeks. Can I please have some assistance please?

Is it just the quartermaster or is every NPC there just an enemy Son of Hodir mob? If every mob is an enemy, that means for some reason you are phased. If only the vendor is missing but all the other mobs are there (e.g. the King), something is wrong and idk how to help :D
