How I buy better items on Blackrock like pve trinkets and weapons? Which req do I need? I tried to search Blackrock forum but no guide there for that.

There is custom vendors that sell them. 264 off-parts and trinkets cost just honor, hc off-parts and trinkets cost honor+you need rating. Something like 1600 rating for cloak/belt/boots and so on, up to 1800 rating for HC trinkets. For weapons you need Arena Points+ rating. 1800 rating and 2500ap for 264 ilv weapons and 2050 rating + 3750 rating for HC weapons. This is for 2h weapons like Oathbinder for example.
