Pandaria Serious server wide interface and addons issue

After server crash about 20 minutes ago - after reboot nobody on the server could open character, talents, pets, guild and etc.
When we try we get such messages :

After checking the addons - they are all disabled :

Tried deleting cache/addons - it doesn't help!

Need fast resolve!

Delete the default Blizzard add-ons and restart the game so they are recreated automatically.

We tried that already - I even redownloaded the torrent from warmane - still not working.
