"Agmar's Hammer" quest is not working

I was trying to make the quest chain but was stuck on the quest "Agmar's Hammer".

I needed to fly to Agmar's Hammer and talk to Overlord Agmar, but I can't talk with the NPC.

Please advice.

The NPC is standing near some Taunka, but you cannot talk to him. The thing is, after a server restart, once the first person doesn't finish the quest with the Taunka questline, he gets bugged and just stands still in the place there, and the only way to finish the quest is to wait for the next server restart, so he appears near his throne.

It's been this way for several days now, how often is the server reset? I put in a GM note, are they able to reset the NPC without a full server reset?

There is an easy way to fix it - make some ally attack the npc. If the ally dies or get out of aggro range, he goes back to his "throne" and you can complete your quests.
I used to keep my warlock there when I leveled new alts, but right now I don't have any ally alt there.
