Darkmoon Faire?

Hello, does anyone know if Darkmoon Faire has begun? And if it did, what's the location of NPC? I've checked Shattrath, Mulgore and Goldshire this morning, and i haven't seen him in any of those places.

Darkmoon faire is up the first sunday of every new month.
