Is the pvp "lower gear" balance still on ?

Hello,

I've seen in the Devlog posted on Sep 13, that they enhanced the algorithms which assembles "lower gear" players.
I was afraid of being demolished in PvP, so I have decided to jump to PvE and chill there (I am now casual player now, so pvp will be a nightmare for me).
After the DEVLOG, I've decided to give it a try, and I was happy because it worked like a charm, managed to get 20k H in no time.

But today I've tried it and every one is like 5k GS +
So any ideas there ?

I play a hunter in the lower bracket (Yoghurtina) and I really did not see any change in the bracket composition since sep 13 honestly. It is not clear to me what the change was.
