WotLK is it banable to afk in dungeon ?

I would like to know if it is ban-able to be afk in dungeon and decline to continue?
If yes how and where can such player be reported ?

Yes, you can report it through ingame tickets.
If they say nothing and just sit at the entrance they're just lazy, if they say like "brb 2 minutes" well give them a couple of minutes, maybe something's boiling over on the stove, who knows.

Long AFK, refusing to play /teleport in, begging for kick is against the rules. "Refusing to play RDF".

You can report such players via in-game ticket. Provide player name, time&date, evidence (screenshots/video).
